Direct Defence Contracting & Procurement

Toyota Hilux and Toyota Land Cruiser pickup chassis form the base platform for the “David” Urban Light Armored Vehicle (ULAV), described by Who Profits and AFSC Investigate as the standard patrol and reconnaissance vehicle of the Israeli military, deployed by the hundreds in Gaza, the West Bank, and along Israel’s borders with Lebanon and in the occupied Syrian Golan.12 The armoured capsule is fabricated by MDT Armor Corporation, an Alabama-based subsidiary of the Israeli company Shladot Ltd.23 Shladot states that the David is “currently based on the Toyota Land Cruiser and the Toyota Hilux” and that “Shladot is the sole source for the IDF for its standard armored patrol vehicle – the David.”4

Shladot vice chairman Alon Fridenson stated that “the vast experience we have acquired over the years working with the IDF 
 has resulted in continual improvement of the David vehicles. Today, these vehicles are mainly based on Toyota pickup trucks,” describing the David as the “most dominant armored patrol and command vehicle in the army.”5 According to AFSC, after Land Rover discontinued its Defender line in 2015 the Israeli military selected Toyota as the platform supplier for the David, and the first Toyota-based vehicles became operational in 2018.1 Israel Defense reported an interim IDF acquisition of approximately 70 David vehicles worth about $10 million, with the IDF version based on a Toyota Hilux chassis.6

According to AFSC and the DBIO coalition, the Israeli military has acquired an estimated 350 Toyota-based David vehicles for a total of approximately $53.4 million, purchased for Israel by the US Department of Defense using US Foreign Military Sales (FMS) funds, in five batches in 2018, January 2020, October 2020, 2021, and 2023; the first shipment of the 2023 purchase was rushed to Israel in October 2023 as part of US military support during the attack on Gaza.17 A US FMS award to MDT Armor dated 30 March 2023, valued at $21,913,585 (firm-fixed-price), covered production and supply of David vehicles for the Israeli military, with work performed in Auburn, Alabama and scheduled for completion by 30 September 2025.8

Who Profits documents additional Israeli state procurement involving Toyota vehicles: a July 2019 Israeli Ministry of Defense tender for modelling a Toyota Land Cruiser, a 2018 Israeli Air Force maintenance contract for Toyota forklifts, a March 2022 Israel Police contract for maintenance and repair of Toyota forklifts (NIS 90,000), and a September 2022 Israel Police engagement of Palsan Ram to prototype bullet-protection modifications for civilian Toyota vehicles.1

No public evidence identified of any direct contract between Toyota Motor Corporation (Japan headquarters) and the Israeli Ministry of Defense; the documented chain runs through Toyota’s commercial chassis supply and through the Israeli importer Union Motors and the armouring firm MDT Armor / Shladot.12

Dual-Use Products & Tactical Variants

The Toyota Hilux and Toyota Land Cruiser serve as the base platforms for the MDT David armoured military vehicle, which is fitted with a roof turret for a manual or remote weapon station and Standard II NATO-level armour and is purpose-built for IDF operational use rather than being a civilian vehicle with incidental military application.24 According to Who Profits, the Toyota Hilux is also the base platform for the “Jackal” light armoured vehicle developed by the Israeli company Palsan Ram for the Israel Police and Border Police, used in the occupied West Bank including East Jerusalem.17 Who Profits further records a September 2022 Israel Police engagement to prototype bullet-protection modifications on civilian Toyota vehicles as a distinct procurement strand from the military-specification armoured vehicles.1

Heavy Machinery, Construction & Infrastructure

According to Who Profits and AFSC Investigate, Toyota-based David vehicles are used routinely and extensively by the Israeli military in the occupied West Bank, including protecting illegal settlements and military bases, conducting home demolitions, preventing Palestinians from cultivating their land, and suppressing demonstrations.17 AFSC documents specific November 2023 incidents, including a David vehicle blocking an ambulance in Tulkarm Refugee Camp and David vehicles deployed against Palestinian youth at a military checkpoint near Nablus.2

According to Who Profits, in September 2021 Toyota’s sole Israeli distributor, Union Motors, was awarded a tender to provide Toyota Hilux 4X4 vehicles to the Mateh Binyamin settlement Regional Council, which administers settlements in the occupied West Bank.1 Who Profits separately lists Union Motors as the sole distributor of Toyota Motor Corporation in the Israeli market and records that the Toyota Hilux is used by the Israeli army, police, border police, and civil administration in the occupied Palestinian territories.9

Supply Chain Integration with Defence Primes

According to Haaretz Security Export, Shladot - the parent of MDT Armor and producer of the Toyota-based David - provides design and subcontracted fabrication services to major Israeli defence companies, with vice chairman Alon Fridenson stating that Elbit Systems, Israel Aerospace Industries (IAI), and Rafael “integrate our platforms in their finished products,” which may include special-purpose trailers, reconnaissance and communications vehicles, UAV launchers, and missile-system platforms.5 This integration is attributable to Shladot, the armouring and platform firm, rather than to Toyota Motor Corporation.5

No public evidence identified of Toyota Motor Corporation itself supplying components, sub-systems, raw materials, or specialist manufacturing services directly to Elbit Systems, IAI, Rafael, Israel Military Industries (IMI), or any other Israeli defence prime. Who Profits lists Toyota Motor Corporation under the involvement categories “Population Control” and “Specialized Equipment and Services,” and (in the platform’s content tagging) under Gaza Genocide, Settlement Industry, and Weapons and Military Equipment.1 AFSC Investigate maintains a Toyota Motor Corp company profile documenting the David vehicle, the Toyota platform supply, FMS-funded acquisition, and incidents in the occupied West Bank.12 The DBIO coalition’s fifth report (Don’t Buy Into Occupation V, November 2025) lists Toyota as company #93 among 104 enterprises, recording the Hilux/Land Cruiser David platform supply and the Jackal platform supply as its documented involvement, and citing Who Profits and AFSC as sources.7

The Killing of Shireen Abu Akleh

Al-Haq and Forensic Architecture published a joint investigation (3 November 2022) into the 11 May 2022 killing of Palestinian-American journalist Shireen Abu Akleh during an Israeli military operation in Jenin.1011 Using 3D photogrammetry, video and audio synchronisation, and optical reconstruction of the marksman’s rifle scope, the investigation concluded that the shots were fired from a gunport in the side of a Toyota-based MDT David armoured vehicle, that the journalists’ “PRESS” insignia was clearly visible from the shooter’s position at approximately 190 metres, that the shots struck consistently above shoulder height, and that the fire indicated intent to kill rather than indiscriminate shooting.1011 A Just Security legal analysis applied the US Leahy Law framework to the killing, stating that the facts appear to constitute credible information of a gross violation of human rights - either an extrajudicial killing or the flagrant denial of the right to life.12
